Draft National Sustainable Energy Policy

The Division of Energy and Telecommunications is in the process of finalising the Draft National Sustainable Energy Policy (NSEP) which was prepared as part of the Sustainable Energy Framework of Barbados. It was considered prudent to await some developments in the energy sector such as the extent of the capacity of the grid to absorb renewable energy before finalising this policy. This document is now being subjected to a thorough review and update.

In going forward with the review of the existing draft the Division acknowledges that it will be necessary to revise the policy to take further cognisance of several other matters including:

  1. alternative fuels in transport;
  2. the new legislative regime governing the process of feeding energy into the grid;
  3. energy investment particularly as it relates to the development of a local energy sector;
  4. energy and the environment and climate change;
  5. the petroleum sector including the Offshore Petroleum Programme;
  6. the linkage with the CARICOM Energy Policy;
  7. the linkage with the Caribbean Renewable Energy and Energy Efficiency Centre;
  8. trade in energy services;
  9. cross-cutting issues such as energy and water and energy and the productive sectors; and
  10. energy storage.

To this end, please review the Draft National Sustainable Energy Policy as uploaded on our website. The Division is proposing to host a number of stakeholder sessions shortly to consolidate the comments of all interested parties in a new, updated, and or revised National Sustainable Energy Policy. Your meaningful contribution whether by written comments or at the stakeholder sessions would be greatly appreciated.

For further clarification or discussion, please feel free to speak to Mrs. Francine Blackman, Deputy Permanent Secretary (ag) at 434-2503 or Mrs. Claire Best, Senior Economist (ag) at 434-2505 extension 2545. Details on the logistical arrangements for the stakeholder sessions will be forwarded in subsequent correspondence.
